80 Authorisation of agents (1) The Secretary, in writing, may authorise a person to be an agent of the Secretary for the purposes of— (a) issuing number plates; or (b) selling registration number rights. (2) An authorisation under subregulation (1) is subject to the terms and conditions (if any) specified by the Secretary.
