66 Authority given by Secretary (1) The Secretary may authorise the affixture and display of multiple number plates on a vehicle for the purpose of testing the ability of equipment used for road safety enforcement or tolling purposes to read number plates under various weather and light conditions. (2) The authority must be in writing and may— (a) apply in respect of a particular case or a class of cases as specified in the authority; and (b) specify the manner in which number plates may be affixed and displayed; and (c) be subject to any specified conditions.
