27 Duplicate vehicle identifiers and engine identification numbers on vehicles to be registered (1) This regulation applies if a vehicle identifier or an engine identification number on a vehicle for which registration is sought is the same as a vehicle identifier or an engine identification number of another vehicle that is already registered by the Secretary or registered in another jurisdiction. (2) The Secretary may require the applicant for registration of the vehicle to cause the duplicated vehicle identifier or engine identification number to be overstruck and a new vehicle identifier or engine identification number, specified by the Secretary, to be stamped or displayed on the vehicle in accordance with the standards for registration.
