163 Use of unregistered vehicle on highway without trade plates
Despite regulation 162(1), an unregistered vehicle may be used on a highway without having a trade plate attached to it if—
(a) the vehicle is owned by the assignee of a general identification mark (the ***owner***); and
(b) the vehicle is being used—
(i) on the owner's premises; or
(ii) within 100 metres of the premises of a person specified in regulation 154(1) on a highway that adjoins those premises; and
(c) at all times during the use there is a driver and no other person in the vehicle; and
(d) the driver is employed by the owner or by a person who is delivering the vehicle to the owner; and
(e) the vehicle—
(i) is being moved to the owner's premises, or from one part of the owner's premises to another part of the owner's premises; and
(ii) is not being used for any other purpose.
