147 Exemption by Secretary for purpose of moving vehicle (1) A person may apply to the Secretary for an exemption from the requirement for a vehicle to be registered for the purpose of moving the vehicle directly across a highway from a location on one side of the highway to a location on the other side of the highway. (2) On an application under subregulation (1), the Secretary, by written notice, may exempt the vehicle from the requirement to be registered. (3) A person driving a vehicle that has been exempted under this regulation must carry the notice of the exemption. (4) If the Secretary refuses an application under this regulation, the Secretary must give the applicant written notice of— (b) the person's rights under Division 12 of Part 2 to an internal and external review of the decision. Division 2—Unregistered vehicle permits
