19A Direction not to grant or renew licence Despite section 19(4), if directed by the Director, Fines Victoria under section 89(1)(b) of the **Fines Reform Act 2014**, the Secretary must not grant or renew a driver licence or learner permit of a person in respect of whom that direction applies until notified by the Director, Fines Victoria that the sanction has ceased under section 91 of that Act.
