28 Presiding at meetings and hearings
(1) The Chairperson shall preside at all meetings and hearings at which he or she is present. (2) Where the Chairperson is not present at a meeting or hearing for the purposes of an inquiry, his or her delegate for the purposes of the inquiry shall preside at the meeting or hearing.
