20 Constitution of Commission for purposes of inquiry
(1) An inquiry shall be conducted by a Division of the Commission constituted by the Chairperson and the special Commissioners (if any) for the inquiry. (2) A Division shall include at least 2 special Commissioners unless the Minister otherwise directs.
