What it does
This schedule designates specific Broadcasting Services Act (BSA) radio areas and prescribes frequency assignments and technical parameters for digital radio multiplexes in two Western Australian radio areas: Perth RA1 and Mandurah RA1. Mechanically, the instrument does three things in the text provided.
First, it lists frequency channels and category designations for Perth RA1 (Table 1). Table 1 identifies two multiplexes, labelled "Perth 1" and "Perth 2", with Centre frequencies 204.640 MHz (Frequency Block 9B) and 206.352 MHz (Frequency Block 9C) respectively. Table 1 also records that Frequency Block 9C is a "Reserved frequency block" (Table 1, Column 3 shows "Yes" for Perth 2), while 9B is not reserved. Each multiplex entry is linked to a technical specification number: TS1132978 (Perth 1) and TS1132979 (Perth 2) (Table 1, Columns 6-7).
Second, Table 2 gives the number of licences to be issued for Perth RA1 by licence category. Table 2 specifies one Category 1 licence, zero Category 2 licences, and one Category 3 licence (Table 2, Columns 1-2). The schedule therefore limits the count of licences by category for Perth RA1 to the precise numbers stated.
Third, the schedule attaches detailed technical specifications for each multiplex. Attachment 1.1 (Multiplex Perth 1) and Attachment 1.2 (Multiplex Perth 2) set out the nominal transmitter location (ABW2 Mast, Television Road, Bickley), Australian Map Grid Reference 1966 coordinates (Zone 50, Easting 413397, Northing 6457863), frequency band (VHF), polarisation (Vertical), and maximum antenna height (137 m). Each attachment contains an "Output Radiation Pattern" table that prescribes maximum Effective Radiated Power (ERP) by bearing/sector: for example, for Perth attachments, 0°T-40°T and 145°T-360°T are 50 kW, 40°T-60°T and 120°T-145°T are 25 kW, and 60°T-120°T is 12.5 kW (Attachment 1.1; Attachment 1.2).
