What it does
This instrument designates the radio resources and technical specifications for a Broadcasting Services Act (BSA) radio area identified as "Melbourne RA1". Mechanically it does three things, as explicit from the text.
- It identifies the designated BSA radio area by name: "Melbourne RA1" (heading: Designated BSA radio area , Melbourne RA1).
- It allocates three VHF frequency blocks (labelled as multiplexes) to that area, with numeric centre frequencies and technical-specification references. Table 1 lists: Melbourne 1 (Frequency block 9A, centre frequency 202.928 MHz, Category 1, TS1132980, Attachment 1.1), Melbourne 2 (9B, 204.640 MHz, Category 1, TS1132981, Attachment 1.2), and Melbourne 3 (9C, 206.352 MHz, Category 3, TS1132982, Attachment 1.3). Table 1 also records whether a frequency block is "Reserved" in Column 3: 9A and 9B show "No", 9C shows "Yes".
- It sets the number of licences to be issued by category for that radio area. Table 2 specifies Category 1: 2 licences; Category 2: 0 licences; Category 3: 1 licence. These numbers correspond numerically to the three multiplexes specified in Table 1 (two Category 1 multiplexes, one Category 3 multiplex).
Beyond the bare frequency assignments and licence counts, the instrument appends technical attachments (1.1, 1.2, 1.3) that prescribe transmitter siting references, emission band, polarisation, maximum antenna height, and detailed output radiation pattern (bearing sectors, depression angles and maximum ERP) for each multiplex. Each attachment identifies the general area served as "Melbourne", the mode as "DAB", and the nominal transmitter location as "NTL (ABV‑2) Tower, Eyre Road, MT DANDENONG", with Australian Map Grid Reference (AMGR 1966) Zone 55, Easting 354580, Northing 5811035. The attachments also list specification numbers (TS1132980/81/82) and refer to "technical planning guidelines" for site tolerance. Attachment 1.1 contains one additional technical requirement: the transmitter must comply with the spectrum mask for VHF transmitters in critical areas for adjacent channel interference as specified in clause 15.4 of ETSI EN 300 401 V1.4.1.
