What it does
This instrument designates a single broadcast service area, provides a channel plan with two digital audio broadcast (DAB) multiplexes for that area, sets the number of licences to be issued by licence category, and fixes detailed technical specifications for the two multiplexes. The designation is for “Adelaide RA1” as the Designated BSA radio area (the heading reads “Adelaide RA1”) and the accompanying schedules specify frequency blocks, centre frequencies, whether a frequency block is reserved, licence categories, and the quantity of licences to be issued (Table 1; Table 2). Two multiplexes are listed in Table 1: “Adelaide 1” on Frequency Block 9B with centre frequency 204.640 MHz and Category 1 technical specification TS1132972; and “Adelaide 2” on Frequency Block 9C with centre frequency 206.352 MHz, marked as a reserved frequency block and carrying Category 3 technical specification TS1132973 (Table 1, Columns 1-6).
Table 2 establishes that one Category 1 licence and one Category 3 licence will be issued for this designated area, and zero Category 2 licences will be issued (Table 2). Attachments 1.1 and 1.2 contain the technical specifications for the two multiplexes (TS1132972 and TS1132973 respectively). Those attachments fix mode (DAB), nominal transmitter site (NTL Tower, Summit Road, Crafers), Australian Map Grid Reference coordinates (Zone 54, Easting 290707, Northing 6126723), polarisation (Vertical), maximum antenna height (145 m), frequency band (VHF) and precise centre frequencies (204.640 MHz for Adelaide 1; 206.352 MHz for Adelaide 2) (Attachment 1.1; Attachment 1.2). They also set an “Output Radiation Pattern” expressed as sector-by-sector maximum effective radiated power (ERP) values that differ depending on whether emission is “at or above dividing line” or “below dividing line” for defined bearings and depression angles (Attachment 1.1; Attachment 1.2). The attachments refer to an external “technical planning guidelines” document for site tolerance (Attachment 1.1; Attachment 1.2).
