220 Circumstances in which Proclamation may be made
The Governor‑General may not make a Proclamation under section 219 unless satisfied that it is necessary in the public interest to do so due to an emergency involving: (a) prejudice to the security or defence of Australia; or (b) a serious threat to the environment; or (c) risk of death of, or injury to, persons; or (d) risk of substantial loss of, or substantial damage to, property.
