53Bond

53 Bond (1) An appeal must not be heard by the tribunal unless the appellant has first lodged with the registrar any bond required under the rules of the tribunal . (2) A bond paid by an appellant must not be refunded unless— (a) the tribunal allows the appeal in whole or in part; or (b) the appellant satisfies the tribunal that the appeal was genuinely instituted on reasonable grounds and not for the purpose of delaying the operation of the decision or order under appeal.
