53 Bond
(1) An appeal must not be heard by the tribunal unless the appellant has
first lodged with the registrar any bond required under the rules of the
tribunal .
(2) A bond paid by an appellant must not be refunded unless—
(a) the tribunal allows the appeal in whole or in part; or
(b) the appellant satisfies the tribunal that the appeal was genuinely
instituted on reasonable grounds and not for the purpose of
delaying the operation of the decision or order under appeal.
