51 Notice of hearing
(1) The tribunal must give a party to an appeal reasonable notice of the
time and place at which it intends to hear the appeal.
(2) If a party fails to appear at a hearing, in person or by a representative,
the tribunal may hear the appeal in that party’s absence.
