41 Constitution for appeals
(1) For the purpose of hearing an appeal, the tribunal must be constituted,
subject to subsection (2), by 3 members, of which 1 must be the
president or deputy president.
(2) If the president is satisfied that an appeal for hearing is of a
sufficiently minor nature, the tribunal must be constituted as
determined by the president.
