41 Power of Recorder to state case for Supreme Court
It shall be lawful for the Recorder, whenever any question shall arise with regard to the performance of any duty or the exercise of any of the functions by this Act conferred or imposed on him, to state a case for the opinion of the Supreme Court; and thereupon it shall be lawful for the said Court to give its judgment thereon, and such judgment shall be binding upon him.
