28 Establishment of joint council (1) The head of service must establish a consultative forum for relevant unions and the service (the joint council). Note Establish includes constitute and continue in existence (see Legislation Act, dict, pt 1). (2) The joint council must operate in accordance with terms of reference approved by the head of service. (3) The terms of reference are a notifiable instrument.
