31 Conditions for employment etc. A Chief Executive Officer must not employ a person or promote or transfer an employee to perform duties in an Agency unless the person or employee possesses such educational qualifications and meets such other requirements (including as to health and physical fitness) as are determined by the Commissioner as being required for the performance of the duties.
