22 Directions by appropriate minister (1) Subject to subsection (2) and anything to the contrary in an Act by or under which an Agency is established or continued in existence, the Chief Executive Officer of the Agency is subject to the direction of the appropriate minister. (2) The Minister or appropriate minister must not give to a Chief Executive Officer a direction: (a) relating to the employment, promotion, assignment, reassignment or terms and conditions of employment (including the remuneration) of a particular person; or (b) relating to the designation to apply to an employee or to the performance of particular duties; or (c) requiring the Chief Executive Officer to commence or refrain from commencing an action under Part 7 or 8 in relation to a particular employee.
