Plain English Summary

1/10 complexity

What this does This notice updates the payment rates under the Public Lending Right (PLR) Scheme — a program that pays Australian authors, illustrators and creators when their books are borrowed from public libraries.

The changes

Standard rate: Increases the payment per book from $1.43 to $1.47 (subsection 14(2))
Illustrated/children's books: Increases the payment rate from 35.75 cents to 36.75 cents (subsection 15(2)) — this typically applies to works with substantial visual content or minimal text

Why it matters These are routine inflation adjustments (indexation) to maintain the real value of creators' compensation. The PLR scheme supports Australian culture by ensuring creators receive ongoing royalties based on how often their works are lent by libraries, not just when they are sold.
