41 No voids, spacers or fillers etc.

(1) The retail packaging of tobacco products must not contain any voids. (2) The retail packaging of tobacco products must not contain anything within the dimensions of the packaging except: (a) tobacco products; and (b) if Part 3.10 permits an insert to be included in the retail packaging—the insert; and (c) if Part 3.11 requires a health promotion insert to be included in the retail packaging—the health promotion insert.

Note: An effect of this subsection is to prohibit spacers or fillers in the retail packaging that are not otherwise permitted by this instrument.
