3E Effect of this Part (1) The Parliament does not intend by this Part to affect in any way the interpretation of this Act or of any other law in force in Victoria. (2) The Parliament does not intend by this Part to create in any person any legal right or to give rise to any civil cause of action, or to provide any ground for review of an administrative act or omission. (3) The Parliament does not intend by this Part to alter or affect an existing entitlement to compensation or create an entitlement to compensation arising from any matter referred to in section 3B, 3C or 3D.
