21 Activity licences—offences (1) A person must not carry on a licensable public health risk activity unless the person— (a) holds an activity licence for the activity; or (b) is a defined influential person in relation to the holder of an activity licence for the activity. (2) A person must not carry on a licensable public health risk activity except in accordance with an activity licence. (3) This section does not apply to a person who is exempt under section 22.
