39 Establishment of inquiry (1) If the Minister considers there is a matter concerning public health or the administration of this Act that is of a serious nature, the Minister may appoint a person (an inquirer) to conduct an inquiry and report on the matter. (2) The inquirer must have suitable expertise and experience to conduct the inquiry.
