13 General responsibility of Department Heads A Department Head is responsible to the public service body Minister or Ministers for the general conduct and the effective, efficient and economical management of the functions and activities of— (a) the Department; and (b) any Administrative Office existing in relation to the Department— and must advise the public service body Minister or Ministers in all matters relating to the Department and any such Administrative Office.
