Plain English Summary

2/10 complexity

This regulation sets the shipping levy rates that vessel owners must pay to help fund Australia’s marine pollution response capabilities.

What it does:

Charges ships 11.25 cents per ton of tonnage every quarter (starting 1 July 2014)
Sets a minimum payment of $10 per quarter (so even small vessels pay at least this amount)
Replaces the 1982 regulations with updated rates

Who it affects:

Owners and operators of ships visiting Australian ports
The levy funds the National Plan to combat pollution of the sea by oil and other hazardous substances

Why it matters: This operates as a user-pays insurance system. If a ship causes an oil spill in Australian waters, these funds ensure the government can immediately launch cleanup operations before recovering costs from the responsible party.
