Commonwealth act
This Act makes the contributions required under the Protection of the Sea (Oil Pollution Compensation Funds) Act 1993 collectible as imposed contributions through customs, but only to the extent those contributions are duties of customs under section 55 of the Constitution (s4). It applies certain provisions of the Funds Act correspondingly (s3), ties its start date to that Act’s Chapter 1 (s2), and expressly excludes any tax on State property (s5). Those liable are the parties subject to the Funds Act; collection is limited by constitutional constraints.
