17 Deciding applications (1) If a person makes a licence application, the registrar must— (a) if the person is eligible—give a licence to the person; or (b) if the person is not eligible—refuse to give a licence to the person. (2) If a person makes a renewal application, the registrar must— (a) if the person is eligible—renew the person’s licence; or (b) if the person is not eligible—refuse to renew the person’s licence. (3) If the registrar renews a licence, the renewed licence begins on the day after the licence being renewed ends. (4) The registrar may renew a licence that has been suspended, but the renewed licence is suspended until the suspension ends.
