10 Meaning of rating report—pt 2 rating report, in relation to an applicant for a licence or a licensee, means a written report— (a) prepared by a rating entity; and (b) that assesses the operational and financial capacity of the applicant or licensee to undertake residential development activities; and (c) that satisfies any other requirement prescribed by regulation.
