Professional Combat Sports Regulations 2004

The regulations revolve around a small set of recurring regulatory mechanisms and concepts. State who decides and the unit of regulatory action in each mechanism.

• Registration and recognition. The Commission is the central decision-maker for registration and for recognising external bodies. The regulations prescribe the particulars that must be kept in the register for contestants (reg 6) and industry participants (reg 10). They also allow persons registered under corresponding laws outside Western Australia to be taken as registered under the Act for contestants and for most industry capacities (regs 6A, 10A). This creates cross-jurisdictional reciprocity in registration.
• Classes, weight divisions and age minima. Schedule 2 prescribes classes and weight ranges separated by sport, and reg 8B prescribes minimum ages for a range of contest classes (for example, 6 years for Brazilian jiu jitsu and Taekwondo, 10 years for Boxing, 18 years for Mixed Martial Arts Unified Rules). The classification system is the metric by which fitness, matching and permitting are operationalised.
• Medical screening and record-keeping. The regulations prescribe specific medical inputs: a medical certificate within 12 months for registration, serology reporting for HIV/Hepatitis B/C within 6 months generally or within 7 days where the contestant has been a contestant outside the Commonwealth (reg 8A). Contestant record books must carry names, weight, medical and serology details and win/loss records (reg 8C). Weigh-in and contest records must include weight, round details and contest rules (regs 13, 17A). Medical practitioners are given the role of endorsing medical restrictions in record books (reg 15(4), reg 14).
• Rest periods and fitness gating. The regulations impose automatic minimum rest periods after knock-outs and other stoppages, and a prohibition on competing for 7 days after participating in a contest (regs 15-16). Multiple knock-outs increase the minimum rest period. A contestant who loses six consecutive contests cannot contract to compete unless passed fit by an approved medical practitioner (reg 15(3)).
• Permits and venue/operational details. Promoters must provide extensive information when applying for permits to conduct contests, including insurance, security, medical contacts, financial details and venue layout (reg 17C). The permit for a contest must also list officials and specify rules to be used (reg 17D).
• Fees and minimum payments. The regulations fix registration fees for contestants and industry participants, permit fees according to likely attendance, a fee for duplicate record books, and minimum fees for referees, judges and timekeepers that vary by contest type and title level (Schedule 3; Schedule 4; reg 19). There is an express rule that an approved international body may require specified fees that override Schedule 4 minimums for international title contests (reg 19(2)).
• Exemptions and exclusions. The regulations enumerate activities that are not captured as combat sports or contests for the purposes of the Act, and they exempt particular state sporting associations when they run certain light contact or grappling events (reg 4; reg 5A).

These concepts combine administrative oversight, health and safety inputs, and economic controls (fees and minimum payments), each element tied to specified documentary requirements and penalties for contravention in selected areas such as rest periods and record entries.

The regulations identify discrete groups with recurring obligations or entitlements.

• Contestants. Any person who wishes to compete in a regulated contest in the State, or who is taken to be registered under reg 6A because of a corresponding out-of-state licence, is affected. They must provide medical certificates and serology results (reg 8A), meet minimum age requirements where applicable (reg 8B), be registered with prescribed particulars recorded (reg 6), carry and maintain a contestant record book containing specified information (reg 8C) and observe rest periods after contests or knock-outs (regs 15-16). Contestants pay a triennial registration fee (Schedule 3 item 1).
• Industry participants. Individuals acting as promoters, matchmakers, managers, trainers, referees, judges, timekeepers and seconds must register and have prescribed particulars recorded (reg 9; reg 10). Fees for triennial registration are set in Schedule 3 item 2 and minimum remuneration for officials is prescribed in Schedule 4, creating payment obligations on promoters (reg 11; reg 19; Schedule 4).
• Promoters and organisers. Promoters who apply for permits to conduct contests must provide extensive information (reg 17C), pay permit fees tied to the number of tickets proposed (Schedule 3 item 4) and pay minimum fees to officials under Schedule 4 (reg 19; Schedule 4). The promoter also pays for insurance and security arrangements detailed in permit applications (reg 17C(d)).
• Medical practitioners. Approved medical practitioners play a supervisory role: they must provide fitness certifications for registration (reg 8A(1)(a)), certify fitness to compete at pre-contest examinations (reg 14) and determine or endorse post-knockout rest periods and other restrictions to be recorded in contestant record books (reg 15(2)-(4)). The practitioner’s endorsement is a gating condition for some contest eligibility (reg 15(3)).
• The Commission. The Commission is central to approvals, adopting ratings and sanctioning titles (regs 17-18), approving recognised bodies and rules implicitly through references to “approved” or “recognised” in definitions (reg 3). The Commission maintains registers and approves application forms under the Act (reg 6; reg 10).
• Recognised or sanctioning bodies. External sanctioning bodies and recognised bodies supply ratings and titles that the Commission may adopt (regs 17-18). They are relevant for the supply of lists and for international fee override rules in relation to minimum fees for officials (reg 19(2)).

Who bears cost and operational burden: contestants bear the cost of registration and medical testing; promoters bear permit fees, venue and safety documentation obligations and minimum payments to officials; medical practitioners and officials bear obligation to provide certification or perform duties for at least specified minimum fees; and the Commission bears administrative duties for registers, approvals and permits.

Cross-jurisdictional effects. Persons registered under corresponding laws outside the State may be treated as registered within the State (reg 6A; reg 10A). That enables interstate and international participants and officials to operate in WA without duplicative registration, subject to the regulations’ other conditions.

This section lays out the principal operational duties, gatekeeping mechanisms and rights the regulations create, with citations.

Registration duties

• Contestant registration: Applicants for contestant registration must supply prescribed medical information including a medical certificate within 12 months and serology testing for HIV, Hepatitis B and C within 6 months (or within 7 days if the person has contested outside the Commonwealth) (reg 8A(1)(a)-(b), (2)). An application by a resident must be made at least 5 days before the proposed contest; non-resident applicants must apply before the weigh-in (reg 7(2)). Applicants pay the triennial registration fee in Schedule 3 item 1 ($101.50) (reg 8(1); Schedule 3).
• Industry participant registration: Persons in capacities listed in regulation 9 must register and supply prescribed particulars listed in reg 10 and pay fees set in Schedule 3 item 2 (reg 11; Schedule 3 item 2). The register must contain specified identity, experience and accreditation details for each capacity (reg 10).

Record-keeping and medical duties

• Registers: The Commission must cause specific particulars to be entered in the register for contestants, including contest history, win/loss record, injuries, prior registrations and disciplinary history, a photograph and identifying document details, medical information provided under the Act and next-of-kin contact details (reg 6).
• Contestant record books: Must contain name, weight, medical examination and serology details, and win/loss records and titles (reg 8C).
• Weigh-in and contest records: Weigh-in entries must include date, venue, weight, opponent, rules and rounds (reg 13). The record of contest must record an extensive set of details including medical examination, weights, opponents, date, venue, contest type and result (reg 17A).
• Medical certification at pre-contest: Medical practitioners must certify whether a contestant is fit to compete and, if not fit, specify dates before which the person should not spar or contest (reg 14).

Rest periods and fitness gating

• Knock-out rest periods: A knocked out contestant cannot participate in a contest for at least 30 days after one KO, 60 days after a second consecutive KO, and 90 days after a third consecutive KO, or longer if the medical practitioner determines (reg 15(1)). The medical practitioner must endorse any specific date before which the contestant is not to compete in the contestant record book (reg 15(4)). Penalty for breach: a fine of $1 000 (reg 15(1) pen).
• Other terminations and loss sequences: When a contest is terminated because the contestant cannot continue for reasons other than KO, the medical practitioner determines the restriction period (reg 15(2); $1 000 penalty). Any contestant who loses six consecutive contests must not contract to compete unless they have passed a medical exam by an approved medical practitioner (reg 15(3); $1 000 penalty).
• Post-contest cooling-off: After participating in any contest, a contestant cannot take part in another contest for at least seven days (reg 16(1); $1 000 penalty). Where a medical endorsement sets a specific date, that date is binding (reg 16(2); $1 000 penalty).

Permit and operational duties

• Permit applications: Applicants to conduct contests must supply extensive venue, medical, insurance, security, financial and contest detail information (reg 17C). The permit itself must list promoter contact details, contest type, rules to be used, any sanctioned title and the names of approved officials (reg 17D).
• Fees and minimum payments: Promoters must pay permit fees according to ticket tiers (Schedule 3 item 4) and pay officials at or above the minimums in Schedule 4. For international title contests, the international body’s required fees can supersede Schedule 4 minimums (reg 19(2)). Schedule 4 sets the basic and title-related minimum fees for referees, judges and timekeepers.

Rights and discretions

• Commission discretion on ratings and titles: The Commission may adopt ratings or titles issued by sanctioning or recognised bodies or determine ratings itself and use those ratings to determine a contestant’s standard in the State (regs 17-18).
• Recognition of out-of-state registration: Persons licensed under substantially corresponding laws outside the State are taken to be registered under the Act for the relevant capacities (regs 6A, 10A).
• Transitional rights: Existing registrations, certificates and registers under the former PCS Act are preserved and taken to be valid under the Combat Sports Act as of commencement day (regs 22-26).

Penalties and compliance obligations

• Specific contraventions carry prescribed fines, notably for failing to observe rest periods and record-keeping requirements (regs 15-16; reg 17B). The regulations specify $1 000 fines in several places and a separate fee schedule for administrative charges (Schedule 3).

These duties create a gated permitting and participation regime combining documentary preconditions, medical gating by approved practitioners, administrative oversight by the Commission and economic compliance through fees and required minimum payments.

The regulations set out a limited set of express penalties and rely otherwise on the Act’s enforcement architecture by reference. The regulations provide both monetary penalties and administrative gating mechanisms enforced by the Commission and medical practitioners.

Express monetary penalties

• Fines of $1 000 for specified contraventions. The regulations expressly prescribe a $1 000 penalty for breaching: the rest period rules following knockouts (reg 15(1) pen), contravening medical determination periods after terminations other than knockouts (reg 15(2) pen), entering into contracts after six consecutive losses without approved medical clearance (reg 15(3) pen), participating in another contest within seven days (reg 16(1) pen), failing to observe a date endorsed by a medical practitioner (reg 16(2) pen), and failing to record participation in contests outside the State in the contestant record book (reg 17B pen). Each of these is an explicit regulatory sanction available under the regulations.
• The regulations do not set criminal penalties beyond these fines within the text provided. They reference specific Act provisions for registration, permits and other powers where the Act likely sets wider enforcement mechanisms not reproduced in the regulations.

Administrative enforcement mechanisms

• Medical endorsement as a gating device. Medical practitioners endorse contestant record books with dates before which contestants must not fight (reg 15(4)). That endorsement, recorded in an official document (the contestant record book), operates as an administrative enforcement mechanism because reg 16 binds contestants to it (reg 16(2)).
• Permit and register-driven compliance. Access to contests is administered through permits (regs 17C-17D). The Commission controls issuance of permits and maintains registers (reg 6; reg 10) that record eligibility, prior disciplinary history and medical information. These administrative controls function as primary enforcement levers: if a contestant is not registered or is recorded as ineligible, they cannot lawfully participate under the Act’s scheme.
• Minimum fee enforcement. Schedule 4 prescribes minimum fees for officials. The regulations do not specify a monetary penalty in the text for failing to pay the minimum, but reg 19(1) prescribes the figures. Enforcement of payment obligations may occur via contract law between promoter and official or through the Commission’s regulatory remit under the Act; those enforcement pathways are not set out in these regulations themselves.

Discretion and delegation

• The Commission’s discretionary power to adopt ratings and to sanction titles (regs 17-18) is an enforcement-relevant discretion because it influences matching and contest standing. The Commission’s approval function also extends to “approved” items in definitions and to registers, creating discretionary oversight points.

Interplay with the Act and other laws

• The regulations implement statutory requirements and frequently refer to Act sections (for example, s 15, s 16, s 26, s 27, s 44, s 45). Enforcement of regulatory breaches beyond the express $1 000 fines depends on the Act’s enforcement framework not reproduced in the regulations. Regulation 21 preserves the operation of the Interpretation Act 1984 Part V for transitional matters, which can affect interpretive or procedural consequences (reg 21).

Practical enforcement implications

• Promoters are the logical focal point for most enforcement actions: they apply for permits, pay fees and are obliged to ensure officials receive minimum fees and that venue and medical arrangements are in place (reg 17C; reg 19; Schedules 3-4).
• Medical practitioners have a compliance-enforcement role limited to making endorsements and fitness decisions; the regulations do not provide for civil or criminal liability for medical practitioners’ fitness decisions in these provisions but give those decisions regulatory force when recorded (regs 14, 15(4)).
• Registers and record books are the documentary evidence used to enforce rest periods, prior disciplinary history and eligibility; failure to maintain correct records can itself attract fines (reg 17B).

The regulations therefore combine explicit small-penalty offences with administrative gating, and they rely on the Commission’s permit and register powers and on medical endorsements to secure compliance. The administrative architecture places primary operational enforcement burdens on promoters, record-keepers and medical providers.

The regulations repeatedly cross-reference the Act and recognise external regulatory regimes, while preserving interpretive framework rules. These interactions matter for reciprocity, transitional continuity and interpretive scope.

Interaction with the Combat Sports Act 1987

• The regulations are subordinate to, and implement, specific sections of the Act. They expressly prescribe particulars for registers and procedures required under Act sections cited throughout (for example, reg 6 prescribes particulars to be entered under s 15(2)(c) of the Act; regs 17C-17D give detail for permit information required under ss 44 and 45). The regulations therefore operationalise statutory obligations by specifying documentary content, timeframes and procedural prerequisites.
• Several regulations operate as definitional clarifications for terms used in the Act, such as what counts as a combat sport or contest for statutory purposes (reg 4; reg 5A). Those clarifications directly affect the ambit of the Act’s reach because they add and remove categories from statutory coverage.

Reciprocity with other jurisdictions

• The regulations confer reciprocity status on persons registered or licensed under corresponding laws outside Western Australia. Regulation 6A treats an out-of-state contestant registration as registration under the Act where the external law’s purpose substantially corresponds to the Act; reg 10A does the same for industry participants (except promoters). That linkage creates regulatory recognition and reduces duplication for interstate and international participants, but it conditions recognition on substantial correspondence in purpose.

Interaction with other statutory instruments

• Regulation 21 states that, except where a contrary intention appears, Part 6 does not prejudice or affect the Interpretation Act 1984 Part V. This preserves existing interpretive and transitional mechanisms for how the regulations operate with pre-existing instruments and declarations. The compilation table and amendment notes reference multiple amendment regulations, which show how the regulations have been updated to align with Acts and policy changes over time.

Contracts, civil law and workplace law

• The regulations impose minimum payment obligations to officials (Schedule 4) and require promoters to provide financial details and prize or reward information in permit applications (reg 17C(e)). The regulations do not specify mechanisms for private enforcement of minimum payment obligations; those will be enforceable through contractual claims or via enforcement powers under the Act. The document does not address how industrial instruments, superannuation or taxation apply to payments to officials; those other laws operate concurrently outside this instrument.

Public health and privacy law intersections

• Medical certificates and serology reports for HIV and hepatitis B and C are required for registration (reg 8A). These requirements implicate public health and privacy considerations. The regulations require the Commission to store medical particulars in the register (reg 6(f)), but do not set out privacy safeguards or data handling rules within the text provided. Therefore, the handling of sensitive health information will intersect with health record laws and privacy statutes not described here.

Transitional continuity with previous regime

• Parts 20-26 effect carry-over of registrations, certificates and registers from the old Professional Combat Sports Act regime to the current Combat Sports Act, so that existing licences and certificates remain valid and are taken to be registrations under the current Act on commencement day (regs 22-26).

International sanctioning bodies

• The regulations allow for the Commission to adopt sanctioning bodies’ ratings and titles (regs 17-18) and permit an approved international body to require specified fees to be paid to officials in international title contests (reg 19(2)). This creates an intersection between international sporting governance and local regulatory rules.

In sum, the regulations are designed to operate within a network of statutory instruments: they fill in detail for the Combat Sports Act, allow recognition of similar regimes in other jurisdictions, rely on generic interpretive statutory rules, and intersect with other legal areas such as privacy, health and employment law that are not elaborated in the text.

The compilation table at the end of the document records the regulatory amendments that have altered the original Professional Combat Sports Regulations 2004 and subsequent renaming and updates. The history is explicit and dated.

Key milestones and dates

• Original instrument: Professional Combat Sports Regulations 2004, published 11 January 2005 and commenced 12 January 2005 (compilation table).
• 2013 amendment and renaming: Professional Combat Sports Amendment Regulations 2013 (Gazette 22 February 2013). Most of the substantive regulations other than rr.1-2 commenced 1 March 2013. The instrument was later published as Reprint 1 as at 5 April 2013. Several definitions and new regs were inserted at that time including regs 3 (definitions), 4 (exclusions), 5A (contests not to be contest), reg 6A, regs 8A-8C, reg 10 and regs in Part 6 (regs 20-26) (see notes in the document showing insertion or amendment at Gazette 22 Feb 2013).
• 2018 amendment: Combat Sports Amendment Regulations 2018 (Gazette 9 October 2018). Division 1 of Schedule 2 (Boxing, kickboxing and Muay Thai) was inserted on 9-10 October 2018 (see Schedule 2 note).
• 2019 amendment: Combat Sports Amendment Regulations 2019 (Gazette 17 May 2019). The regulation amending Schedule 3 (fees) and adding reg 17E for permit fees commenced 1 July 2019. There were also amendments to reg 10 and reg 17C (see annotations).
• 2020 amendment: Combat Sports Amendment Regulations 2020 (SL 2020/111) commenced 4 July 2020 for regulations other than rr 1-2. These amendments inserted Division 3 for mixed martial arts in Schedule 2 and amended rest period and record-keeping provisions (regs 15, 16, 17B), among others (see notes such as SL 2020/111 r. 8 and r. 4, 5, 7).

What the history signals

• Iterative expansion of scope and technical detail. The regulation has been subject to incremental updates extending coverage to additional combat sports and weight divisions (notably MMA divisions in 2020), adding medical and safety detail (regs 8A, 14-16), and updating fee structures (Schedule 3, reg 17E in 2019).
• Transition from a “Professional Combat Sports” title to “Combat Sports Regulations 2004”. The instrument’s citation changed and was noted in the compilation table.
• Cross-cutting amendments addressed register details, minimum fees for officials and recognition of external bodies. The 2013 set of amendments appears to have been a significant consolidation and expansion of the regulatory content.

Practical implications for users

• Regulatory obligations have been added over time rather than removed; responsible entities should track the specific Gazette and SL citations listed in the compilation table for each amendment to ensure compliance with the current text (compilation table listing 2005, 2013, 2018, 2019, 2020 instruments).
• The insertion of MMA-specific divisions in 2020 and the updated age minima and medical requirements at earlier amendment points change entry thresholds and gatekeeping for particular sports. Compliance systems must be periodically reviewed against the latest reprint.

The document provides the amendment citations and commencement dates necessary to determine which version applies at a given time; practitioners should consult the Gazette citations and the State Law Publisher reprints referenced in the compilation table for authoritative historic texts.

The regulations as compiled do not record any litigation, cases, or judicial interpretations. The text includes no case names, judicial decisions, or references to disputes about the meaning, application or validity of particular regulations. The schedules and regulatory notes record amendments and commencement dates but not court proceedings.

Consequences of absent litigation references

• No precedential clarifications recorded. Because the regulations contain specific prescriptive detail, the absence of reported litigation in the provided text means there is no authoritative judicial interpretation of potentially ambiguous provisions within the document itself.
• Reliance on administrative interpretation. In practice, ambiguities or disputes will likely be resolved through the Commission’s administrative decisions (e.g., approvals, permit refusals) and internal policies, or by reference to the Act and the courts if contested. The regulations do not set out appeals or review mechanisms; those would be found in the Act or other administrative law statutes not reproduced here.

Practical advice for lawyers and compliance officers

• Expect enforcement and interpretive disagreements to be resolved either administratively or via standard judicial review channels under the Administrative Decisions (Judicial Review) Act or state equivalents, though those pathways are not specified in this instrument.
• Because the regulations require medical testing, record-keeping and disclosures of sensitive health data, potential privacy or discrimination challenges may arise in litigation or tribunal settings. The regulations do not address procedures for handling or disclosure of such personal health information; any dispute over data use would engage separate statutory regimes not set out here.

In short, there is no litigation history recorded in the regulation text provided. Users must therefore rely on statutory text, administrative practice and external case law (searched separately) to anticipate how the provisions may be interpreted in dispute.

These are specific, practical pitfalls and source-grounded risks that arise from the text of the regulations.

1. Age minima as low as 6 years for some sports. Regulation 8B sets minimum ages such as 6 years for Brazilian jiu jitsu, Taekwondo and Wrestling. Practitioners should verify consent, parental authority and other child-welfare law intersections because the regulations permit registration at young ages (reg 8B).
2. Serology timing differs by location. Reg 8A requires serology for HIV, Hepatitis B and C within 6 months generally, but within 7 days if the person has been a contestant outside the Commonwealth (reg 8A(1)(b), (2)). That 7-day window is a strict and unusually narrow timeframe for out-of-country contestants.
3. Reciprocity excludes promoters. Regulation 10A takes persons licensed outside the State to be registered as industry participants for capacities prescribed in reg 9 other than promoter. Promoters licensed elsewhere therefore are not covered by the cross-recognition in reg 10A and will need to register locally.
4. Minimum fees and international override. Schedule 4 sets minimum fees for officials. However reg 19(2) allows an approved international body to require specified fees that then become the minimum for international title contests. Promoters need to track sanctioning-body fee requirements in addition to Schedule 4 minimums (reg 19).
5. Documentary detail for permits is extensive. Permits to conduct contests require detailed venue and operational information including layout, emergency access, number of tickets proposed and financial details (reg 17C). Failure to provide complete information can delay permit issuance.
6. Tight registration timing for non-residents. Non-resident contestants must apply before any weigh-in under reg 7(2)(b). Practically, that requires organisers to coordinate registration and weigh-ins carefully for visiting contestants.
7. Record-keeping penalties. Failure to update contestant record books for contests outside the State incurs a $1 000 fine (reg 17B). Contestants who fight interstate or overseas must ensure timely entries in their record books.
8. Medical gatekeeping and potential operational delays. Medical practitioners can impose longer rest periods than the minimums in reg 15(1). That medical discretion, together with the requirement that six consecutive losses trigger medical clearance before contracting (reg 15(3)), can disrupt match-making and promoter scheduling.
9. Sensitive health information held on registers. Regulation 6 requires the register to contain medical information and serology details (reg 6(f) and reg 8A). The regulations do not specify data-protection procedures; there is therefore a compliance overlap with privacy and health-records law.
10. What counts as a “contest” can be narrow. Reg 5A excludes certain light contact and grappling events and events held by specified State Sporting Associations from the definition of contest. If an organiser’s event is intended to be promotional, educational or non-competitive, it may fall outside the regulatory scope only if it meets the specific exclusions, so promoters should check the exact activity against reg 5A criteria before assuming exemption.

Each of these “gotchas” is grounded in a specific regulation or schedule citation and creates potential operational, legal or scheduling risks for participants, promoters, medical staff and registrars.

Practical, stepwise measures to achieve compliance, mapped to the regulations and schedules.

For contestants (prospective and current)

1. Registration and documentation
   • Apply for registration at least 5 days before the proposed contest if you are resident in WA; non-residents must apply before any weigh-in (reg 7(2)(a)-(b)).
   • Obtain a medical certificate of fitness from an approved medical practitioner dated within 12 months of application (reg 8A(1)(a)).
   • Obtain serology testing for HIV, Hepatitis B and C within 6 months of the application. If you have contested outside the Commonwealth, obtain serology within 7 days prior to the application (reg 8A(1)(b)-(2)).
   • Supply a detailed history of injuries sustained in contests (reg 8A(1)(c)).
   • Ensure your contestant record book contains your name, weight, medical and serology details and your win/loss record (reg 8C).
   • Pay the triennial registration fee ($101.50) as set out in Schedule 3 item 1 (reg 8(1); Schedule 3).
2. Pre-contest and weigh-in
   • Ensure the weigh-in record contains date, venue, weight, opponent, contest rules and round information as prescribed (reg 13).
   • Obtain pre-contest medical certification as to fitness to compete (reg 14). If not fit, obtain the practitioner’s written specification of refraining dates.
3. Post-contest
   • Enter the contest details in your contestant record book for contests outside the State, failure to do so may attract a $1 000 fine (reg 17B).
   • Observe mandatory rest periods after knock-outs or stoppages and the 7-day minimum between contests (regs 15-16). If you have lost six consecutive contests, do not contract to fight until you have passed the required medical examination (reg 15(3)).

For industry participants and promoters

1. Registration and particulars
   • Register in the correct capacity under reg 9 and provide the prescribed particulars in reg 10 (identity documents, experience, accreditation, and the particulars required in the application form under s 27 of the Act).
   • Pay the appropriate triennial registration fee in Schedule 3 item 2 (reg 11; Schedule 3).
2. Permit applications and event planning
   • For any contest, prepare the permit application documents required by reg 17C: promoter contact and registration details, contest and weigh-in dates, matchmaker details, insurance and security details, prize and financial details, ticket numbers (reg 17C(a)-(ea)), contestants information, officials’ qualifications and medical arrangements, and detailed venue layout including emergency access (reg 17C(f)-(i)).
   • Pay the permit fee per Schedule 3 item 4 according to the number of tickets proposed (reg 17E; Schedule 3 item 4).
   • Ensure the permit issued under s 45 contains the elements required by reg 17D: promoter name, contest type, rules to be observed, any sanctioned title and names of approved officials (reg 17D).
3. Officials and financial compliance
   • Budget to pay officials at or above the minimum fees in Schedule 4. For international title fights, verify any fee requirements imposed by an approved international sanctioning body as these may override Schedule 4 minimums (reg 19(1)-(2); Schedule 4).
   • Maintain copies of officials’ registration and qualifications as required in reg 10 and reg 17C(g).
4. Safety and medical arrangements
   • Contract a suitably qualified medical practitioner to be present at contests and capable of performing pre-contest examinations and post-knockout determinations (reg 17C(h); reg 14; reg 15).
   • Ensure venue layout and emergency access meet the specifications given in reg 17C(i), with clear areas for warm-up, medical staff and officials.
5. Records and audit readiness
   • Keep and maintain registers of contestants and industry participants including photographs, identification, medical information and next-of-kin details for contestants (reg 6; reg 10).
   • Implement data protection and privacy procedures given the sensitive medical data contained in registers and contestant record books, even though the regulations do not specify data handling practices (reg 6; reg 8A).
6. Cross-jurisdictional participants
   • If engaging out-of-state contestants or officials, confirm whether their existing registration qualifies them as registered in WA under regs 6A and 10A. Promoters should request proof of corresponding registration and be aware promoters are not reciprocally recognised as industry participants under reg 10A.
7. Dispute and compliance planning
   • Prepare for medical clearances to delay match-making. Incorporate contingency scheduling in case medical practitioners extend rest periods under reg 15.
   • Keep accurate contestant record books and weigh-in sheets because failure to maintain entries can attract fines under reg 17B and impede future contest approvals.

Checklist summary

• Contestant: medical certificate within 12 months, serology within 6 months (or 7 days if foreign contestant), registration application timing observed, contestant record book up to date, pay Schedule 3 fee.
• Promoter: comprehensive permit application per reg 17C, pay permit fee per Schedule 3 item 4, ensure officials’ registration and minimum fees per Schedule 4, provide medical and safety arrangements, maintain insurance and financial documentation in permit file.
• Officials and medical practitioners: maintain registrations, produce qualifications, and provide endorsements and fitness certificates as required. Confirm fee entitlements under Schedule 4 or any overriding international sanctioning body rule.

Following these steps aligns operations with the principal documentary, medical and financial prescriptions set out in the regulations and reduces the risk of the explicit fines and administrative refusals set out in the text.
