136 Notice of application
(1) The *responsible authority must give written notice of the application to a person who would be subject to the *pecuniary penalty order if it were made. (2) The *responsible authority must include a copy of the application with the notice. (3) The *responsible authority must give a copy of any affidavit supporting the application to a person who would be subject to the *pecuniary penalty order (if it were made) within a reasonable time before the hearing of the application.
