91 Master responsible for vessel The master of a vessel is not relieved of the master's responsibility for the conduct and navigation of the vessel by reason of the vessel being: (a) in pilotage charge of a licensed pilot or a person holding a pilotage exemption certificate; or (b) navigated in a pilotage area or compulsory pilotage area without a pilot.
