70 Failure to take pilot on board
Except as provided by section 73, the master of a vessel commits
an offence if:
(a) the master allows the vessel to enter, ply or move in or leave
an area; and
(b) the area is a compulsory pilotage area; and

(c) there is not a licensed pilot on board.
