114 Failure to comply with charging entity's requirements (1) A charging entity may withhold or withdraw the provision of services or facilities to a person who fails to comply with any lawful requirement made by the entity with respect to the provision of those services or facilities, whether or not the person has paid a charge for their provision. (2) This section does not affect any other function or discretion of the charging entity in relation to its services and facilities.
