91P Meaning of *port rail shuttle* A ***port rail shuttle*** is a rail intermodal facility in, or in the vicinity of, the port of Melbourne that is connected to rail terminals outside the port, the purpose of which is to increase rail freight movements into and out of the port in order— (a) to provide an alternative to the movement of freight into and out of the port by means of road transport; and (b) to reduce traffic congestion on roads in and around the port caused by the movement of freight into and out of the port by means of road transport.
