Plain English Summary

1/10 complexity

These regulations provide the administrative machinery for collecting shipping levies under the Pollution of the Sea by Oil (Shipping Levy Collection) Act 1972.

What they do:

Regulation 4 establishes how the government delivers payment notices to ship masters. If a levy (a type of tax or fee) may become payable for a ship for a quarter, the notice can be served either:
- Personally — handed directly to the master (the person in charge of the ship), or
- By post — sent through the mail.

Who is affected:

Ship masters and owners who are liable to pay oil pollution levies under the parent Act.

Why it matters:

These rules ensure the government can legally notify ships of potential levy debts, which helps fund measures to prevent or clean up oil pollution at sea. It's essentially the 'how-to' guide for sending bills to ships.
