38 Procedure for conducting review
(1) The procedure for conducting the review must be determined by the review panel.
(2) However, the review must not be conducted as a hearing that involves persons appearing before the review panel.
(3) In conducting the review, the review panel may consider any information the panel considers relevant to the determination or outcome the subject of the review.
