Development for an activity authorised under— the Mineral Resources Act 1989 , including an activity for the purpose of 1 or more of the following Acts— the Alcan Queensland Pty. Limited Agreement Act 1965 ; the Central Queensland Coal Associates Agreement Act 1968 ; the Commonwealth Aluminium Corporation Pty. Limited Agreement Act 1957 ; the Mount Isa Mines Limited Agreement Act 1985 ; the Queensland Nickel Agreement Act 1970 ; the Thiess Peabody Coal Pty. Ltd. Agreement Act 1962 ; or the Offshore Minerals Act 1998 ; or the Petroleum Act 1923 or the Petroleum and Gas Act , other than an activity relating to building and operating an oil refinery; or the Petroleum (Submerged Lands) Act 1982 .
