267 Direct sale if single person in restricted class (a) under section 265 (Eligibility for grant of lease), the territory planning authority restricts the people eligible to apply for a (b) only 1 person is eligible for the grant of the lease. (2) The territory planning authority may grant the lease to the person under section 263 (1) (d) without auctioning the lease, calling for tenders or holding a ballot.
