229 Draft revised offsets policy—public consultation (1) If the Minister prepares a draft revised offsets policy, the Minister must also prepare a notice about the policy (a consultation notice). (2) If the Minister publishes a consultation notice about a draft revised offsets policy— (a) anyone may make a written submission to the Minister about the policy; and (b) submissions may be made to the Minister within 6 weeks after
