17 Authority represents the Territory (1) Anything done in the name of, or for, the territory planning authority or the chief planner in exercising a function of the authority is taken to have been done for, and binds, the Territory. (2) The territory planning authority has the same status, privileges and immunities as the Territory so far as it represents the Territory.
