128 When EIS is finalised For this Act, an EIS (other than a public health EIS) is finalised if— (a) the Minister gives the territory planning authority notice under section 127 (Notice of no action on EIS) in relation to the EIS; or (b) the Minister has established an inquiry panel for the EIS and— (i) the panel has reported the results of the inquiry; or (ii) the time for reporting under section 134 has ended.
