108 Designated proponents for certain EIS decisions (1) The relevant Minister in relation to a defined decision may, in writing, designate a person or territory authority as the proponent in relation to the decision. defined decision means a decision of the Territory, the Executive, a Minister or a territory authority about a proposal in relation to which a Minister is empowered— (a) to direct that an EIS be prepared; or (b) to establish an inquiry panel to inquire about the EIS.

Scope of EIS Division 6.3.3 relevant Minister means the Minister responsible for the administration of the Act or subordinate law under which— (a) in relation to an EIS or inquiry—the EIS or inquiry is authorised to be prepared or conducted; or (b) in relation to a defined decision—the relevant decision is authorised to be made.
