134 Delegation by Minister The Minister may, in writing, delegate to a person any of the Minister's powers and functions under this Act except the following: (a) the power under section 85 to direct the Development Consent Authority; (b) the power under section 117A(2) to declare a right to apply for review is no longer exercisable.
