62 Minister may amend conditions without request (1) The Minister may amend the conditions imposed on a licence. (2) To do this, the Minister must— (a) notify the licensee and any other person directly affected in writing of the amendment the Minister proposes to make; and (b) invite the licensee or persons notified to make any submissions they may wish to make in respect of the proposal within the time specified by the Minister; and (c) consider any submissions made by the licensee or those persons within the specified time. (3) The Minister must allow a period of at least 28 days for the purposes of subsection (2)(b). (4) If, after complying with subsection (2), the Minister decides to amend the conditions, he or she must give the licensee notice in writing of the decision.
