47 Report of panel (1) After conducting hearings in accordance with this Division and considering the submissions referred to it by the Minister, the panel must— (a) report to the Minister on the submissions; and (b) make a recommendation to the Minister as to the action that it believes should be taken with respect to the application. (2) The report of a panel and its recommendation must be forwarded to the Minister— (a) within 60 days after the submissions were referred to the panel; or (b) within such other period as the Minister may specify when referring the submissions to the panel.
