11 Minister may declare pipelines to which this Act is to apply (1) The Minister may by order published in the Government Gazette declare any pipeline or proposed pipeline to be a pipeline to which this Act applies. (2) The Minister may make a declaration under subsection (1) if the Minister considers that— (a) it is necessary to regulate the pipeline under this Act for safety or environmental reasons; or (b) it is in the public interest for the pipeline to be regulated under this Act; or (c) it is otherwise appropriate to do so.
