5. Implement repayment handling procedures (s 8(3))

• Create a legal review and approval process for any repayment obligations arising from court orders, Acts or other laws. Ensure that when a repayment obligation is identified, the repayment flows from the special account and is recorded with appropriate evidence of the triggering legal instrument.

6. Revoke prior account arrangements and keep audit trail (ss 9-11)

• After revocation of the MDCC Instrument (s 10), ensure all references to the 2015 special account in financial documentation are updated and that the opening balance transfer is supported by reconciled schedules and transaction evidence (s 9).
• Retain records showing the pre‑commencement balance of the MDCC Special Account 2015 and the corresponding entry into the 2025 special account so that auditors can verify continuity despite the subsequent textual repeal of the Part 3 definitions (s 11(1)-(3)).

7. Reporting, audit and external engagement

• Integrate the special account into departmental financial statements and PGPA reporting lines. While the Determination does not prescribe reporting formats, the PGPA Act’s accountability framework applies and auditors will expect to see compliance with the Determination’s credit and debit rules.
• Notify the Military Rehabilitation and Compensation Commission finance contact points and any external payment sources of the new account so that future receipts are directed correctly.

8. Policy and process documentation

• Draft and publish internal guidance for staff and external stakeholders describing the classes of receipts to be credited to the account and the permitted debit purposes in plain language, citing the relevant sections (ss 7-8).
• Maintain an operations manual for investment handling, receipts validation, repayment processing, and migration reconciliations that references the Determination’s clauses and PGPA obligations.

9. Legal clearance and risk assessment

• Undertake a legal clearance mapping exercise aligning Commission determinations, DRC/MRC claim receipts, investment proceeds and repayment orders to the Determination’s clauses to guard against misapplication of funds.
• Prepare a simple risk register that addresses the "gotchas" identified in this note: commencement timing, investment mechanics, mandatory crediting of proceeds, recordkeeping for the revoked 2015 instrument, and handling of competing repayment obligations.

10. Training and stakeholder coordination

• Train finance, legal and program staff on the Determination’s requirements.
• Coordinate with the Military Rehabilitation and Compensation Commission and other agencies that may forward funds so that funds are attributed and credited correctly.

Following these steps will align departmental actions with the Determination’s operative commands: establish the account, accept and credit specified receipts, manage investment proceeds back into the account, debit only for authorised purposes, effect the opening balance transfer from the 2015 account, and preserve audit trails as the transitional definitions are repealed (ss 5, 7-9, 11).
