60 Operator of a facility before 1 January 2005
(1) A person who was registered under regulation 42 (7) of the old Regulations as the operator of a facility before 1 January 2005 continues to be registered as operator of the facility until the earlier of:
(a) 1 April 2005; or
(b) the registration of a new operator for the facility.
(2) If no person was registered as the operator of a facility before 1 January 2005, the title-holder is the operator of the facility until the earlier of:
(a) 1 April 2005; or
(b) the registration of a new operator for the facility.
