52A Chief factors to be considered when there is only one application—production licences (1) This section applies if only one application for a production licence is received in respect of an invitation for applications. (2) The Minister must decide whether to grant the licence to the applicant on the basis of the chief factors specified in the invitation for the applications. (3) In deciding whether the applicant is to be granted the licence, the Minister may take into account any prescribed factor. (4) Nothing in this section requires the Minister to grant an application that, in the opinion of the Minister, is deficient or defective or not in the best interests of the people of Victoria.
